Pros
  1. Regirock has fantastic 80/200/100 bulk, making it physically bulkier than Ting-Lu while having similar special bulk to Garganacl. This gives Regirock a multitude of switch-in opportunities, brushing off neutral hits easily.
  2. Regirock has surprisingly good damage output for a traditionally defensive Pokemon with the combination of Curse/Iron Defense and Body Press. Regirock has a Body Press that, with full investment, can OHKO offensive Roaring Moon, Darkrai, and Kingambit while 2HKOing Kyurem, Iron Boulder, and defensive Heatran without any boosts.
  3. Regirock's utility movepool, while not particularly deep, contains amazing options like Stealth Rock, RestTalk, and Thunder Wave, giving Regirock plenty of additional defensive and offensive utility.
  4. Regirock has a surprisingly deep offensive movepool. Stone Edge is a powerful STAB move while Rock Blast is a niche option that breaks Focus Sash, Heavy Slam takes advantage of Regirock's high weight to 2HKO Clefable, Ice Punch can potentially surprise Dragapult and Tera Blast potentially allows Regirock to surprise the opponent with Water- or Fire-type coverage.
  5. The rare combination of Sturdy, Stealth Rock, and Explosion potentially allows Regirock to act as a Stealth Rock lead with Custap Berry.
Cons
  1. The Rock-type overall greatly reduces Regirock's defensive utility, giving it very notable weaknesses to common threats like Serperior, Gholdengo, Great Tusk, Zamazenta and Hydrapple. While it can Terastallize to remove these weaknesses, burning your Tera on Regirock is almost always a suboptimal play.​
  2. While Regirock has a decent offensive movepool and a great STAB typing, it's poorly equipped to take advantage of these, with pitiful Speed and only decent Attack. Curse potentially allows it to set up, its plentiful weaknesses make this a great risk.​
  3. Regirock has no source of recovery outside of the combination of Rest and Sleep Talk, which is infamously unreliable, or held items like Leftovers. This means that Regirock's defensive utility, while good on paper, is functionally extremely limited, as it is quickly worn down by hazards, status, and neutral hits over the course of a game.​
  4. While Regirock has some good options, it finds itself hopelessly outclassed in almost any role it can fill. Garganacl in particular highly outclasses Regirock, better able tot take advantage of the Rock-type's good qualities while also being a better abuser of Tera thanks to reliable recovery, a fantastic ability, and the amazing utility of Salt Cure.​
  5. 50 Speed is extremely lackluster, meaning Regirock will almost always have to take two hits before acting.​
  6. Regirock is almost completely walled by common defensive staples in Great Tusk, Dondozo, and Gliscor.​
Terastallization Potential

Tera Water:
Replaces Regirock's mediocre defensive typing for an overall excellent one, including notable resistances to Steel- and Water-type attacks. Retails the Grass weakness as well as adding an Electric weakness.
Tera Steel: Retains weaknesses to both Ground- and Fighting-type attacks, but removes both Steel- and Grass-type weaknesses while also giving Regirock useful resistances to Dragon, Fairy, Rock, and Ice attacks. Tera steel also Powers up Heavy Slam, letting it OHKO Clefable with very little chip.
Tera Dark: Allows Stealth Rock Regirock an immunity to Prankster moves from the likes of Grimmsnarl or Whimsicott, as well as a useful Psychic immunity. Retains a crippling Fighting-type weakness, as well as making it U-turn weak.
Tera Fire: Allows Regirock to potentially dodge a debilitating Burn, while giving it a resistance to Steel- and Grass-type attacks. Retains a crippling weakness to Ground, while also making it Stealth Rock weak, further reducing its limited defensive utility.

Adamant Nature

The combination of solid bulk and Sturdy basically guarantees that Regirock will get Stealth Rock onto the field. Tera Dark gives Regirock an immunity to Prankster Taunt, giving Regirock a free turn to set up Stealth Rock. Thunder Wave allows Regirock additionally utility, potentially getting a crucial paralysis on an Enamorus or Iron Boulder looking to use it as set-up fodder. Earthquake can be used to hit Gholdengo looking to switch in on Explosion, while Rock Blast can break a Focus Sash on Ribombee, allowing for a clean OHKO. 84 Speed IVs are used to outspeed Clefable without any investment, potentially denying its Stealth Rock or Moonlight with the combination of Thunder Wave and Heavy Slam. This set faces heavy competition from Stealth Rock users with more overall defensive utility such as Great Tusk, Clefable, or Ting-Lu, as well as from Deoxys-Speed as a suicide lead. Great Tusk is a particularly problematic matchup, as Regirock lacks a good option to pressure it outside of the easily punishable Explosion.

The combination of Curse/Iron Defense and Body Press allow Regirock to potentially act as a bulky win condition, setting up in front of otherwise dangerous sweepers like Kingambit to potentially win 1v1. Iron Defense is the preferred boosting move, increasing the damage of Body Press much faster while also furthering its defensive utility, but Curse is an option that allows it to better beat Gholdengo. Stone Edge is Regirock's best hit against Volcarona and Enamorus, while also giving Regirock an option against Tera Flying abusers such as Kingambit. Stealth Rock allows the Regirock user to get use out of it in the early- or mid-game, wearing down the opponent's team with a well placed Stealth Rock. This set is almost entirely outclassed by Great Tusk or Garganacl, thanks to the former's much greater offensive and defensive typing and access to the coveted Rapid Spin and the latter's excellent ability, reliable recovery, and better offensive pressure with Salt Cure. Body Press Regirock has no consistent tool to wear down Gliscor or Dondozo, and is almost always set-up fodder for endgame threats like Tera Stellar Enamorus or Serperior.

Walled by Ghost-types but an interesting set nonetheless that I've been toying around with - if you take care of Ghost-types then Regirock can Rest off excess damage and status then run a sleep talk set with Iron Defense and Body Press pretty well - pretty much making it immovable on the physical side.

Alternatively, if the prospect of being walled by Ghosts sucks too much (which it can if your own Dark-type or Ghost-type threats go down), you could run Lum Berry Rest - giving you the recovery + an instant wakeup, allowing you to smack problematic threats with STAB Rock Slide along with Body Press to hit a large portion of the meta quite respectably hard after a Curse boost.
 
Its hard to be as outclassed as Regirock is by Garganacl, while also being a legendary. The initial 200 base defense (which Garganacl can also reach with Iron Defense or Curse) and Thunder Wave are pretty much the only things that Regirock has and Garganacl doesn,t. So, I think if Regirock is to be used in OU it has to pretty much always run Thunder Wave or absolute maximum defense (+Tera Fight Body Press), otherwise Garganacl is just so much better.
