Surf is the preferred STAB move, as it has no drawbacks and at +3 or under rain with a Shell Smash boost, Surf doesn't miss KOes that Hydro Pump gets such as to OHKO bulky Metagross and offensive Necrozma as well as 2HKO Registeel and Snorlax. However, Hydro Pump can be used instead for more instant breaking power.
This is a bit convoluted, you should emphasize that Surf is better on rain teams specifically while Hydro Pump gets better KOs outside of it. If you're going to mention Hydro Pump on rain you should find calcs to back it up, otherwise its not worth losing 20% accuracy.
