Cinderace's Bulky set revolves around the idea of maximizing its utility, it has the combination of U-turn, to keep momentum for its teammates and pivoting out of bad matchups, Will-o-Wisp, which allows him to burn physically offensive Pokémon like Kingambit, Great Tusk and Dragonite for example, allowing its teammates to tank these hits better, and Court Change, which can allow him to function as a hazard remover and one of the best counters to sticky web teams. Since its duty as a hazard remover is so important, Heavy-Duty Boots are the best item for it, to keep getting in the field. The set EVs allow it to OHKO offensive Gholdengo with Pyro Ball. Blaze is the preferred ability to keep the defensive Fire-type profile intact, which helps in taking Fairy-, Steel- and Grass-type moves, as well as soaking burns for its team. Tera Fire can serve as a power boost for Pyro Ball, which can allow you 2HKO Kyurem, while Tera Flying allows it to stand your ground against ground types, like Great Tusk or Ting Lu, allowing it to get a potential burn or launching a free Court Change.
Cinderace works best on Bulky Offense, where it can support its team while keeping offensive momentum for them, there's plenty of Pokémon who like the support Cinderace brings to the table, for example, Ogerpon-Wellspring loves having a partner that can remove hazards, recieve halved damage from burned enemies, they both have U-turn, and can use this to lure each other's checks. Corviknight likes partnering with Cinderace because both can remove hazards and Cinderace can force out Gholdengo, both have momentum in U-turn, and Corviknight likes taking halved damage from burnt opponents. Dragapult appreciates Cinderace's abilities to spread burns, so that it can threaten opponents with STAB boosted Hex. Kyurem appreciates Cinderace's hazard removal duty and its access to U-turn. Cinderace's biggest counters are Pokémon that are not scared of burns nor its Fire STAB, Gliscor, Heatran and Gouging Fire take little from Pyro Ball, are immune to burns and pack ground-type moves to make quick work of it, for this reason, Great Tusk makes a great Cinderace partner who can serve as another form of hazard removal, while threatening all of them with Ice Spinner and Ground STAB. Primarina can also scare these Pokémon away, as well as handling Pokémon Cinderace doesn't like Clodsire and Dondozo. Speaking of Water-types, those who are not scared of Cinderace's Will-o-Wisp are also natural Cinderace counters, like Walking Wake and the aforementioned Primarina, Grass-types like Ogerpon-Wellspring, Ogerpon-Teal Mask and Rillaboom provides safety versus Primarina. The 3 of them have access to Knock Off + U-turn, which, combined with Will-o-Wisp, can help it stack passive damage, and Rillaboom in particular has Grassy Terrain to support Cinderace's weakness to ground. As for helping in the Walking Wake matchup, Fairy-types like Iron Valiant and Hatterene are always a great option for not just Walking Wake, but for the other dragons in the tier who resist Cinderace's Fire STAB, Iron Valiant appreciates momentum to be brought safely, while Hatterene makes for another hazard control duo, and Hatterene is also grateful for taking halved damage from burned opponents
