Before the Indigo Disk DLC's official release, the 1v1 council voted on the Pokémon banned in previous metagames, plus Necrozma since it was known to be returning. Here is the spreadsheet used to vote if you're curious about who voted what and why.
Cinderace, Hoopa-U, Meloetta, and Necrozma will be legal when the DLC is implemented on PS. All of the rest of the Pokémon voted on will not be freed for the moment.

In addition, Deoxys is returning and the council had a discussion about the various formes. Just like in ORAS and SM, Deoxys-S will be legal, but the other Deoxys formes will not be. It has lower, much more manageable attacking stats than the Attack and base form, and isn't as unbreakable as the defense form, but comes with more ambiguity. For now, the council doesn't think it will cause issues, but there's only one way to find out
Terapagos is going to be legal as well. Even though its ability is basically a Multiscale clone, it isn't expected to be as broken as Dragonite usually is. It has no recovery other than Rest, less potent offenses and a shallower movepool, and can't use Weakness Policy effectively as a Normal-type. The council sees no reason to ban it immediately, despite it being the central legendary of the DLC
To sum up, Cinderace, Hoopa-U, Meloetta, Necrozma, and Deoxys-S will be legal once the DLC is live on PS. Have fun playing with all the new additions! If these, or any other unexpected Pokémon, are causing massive issues, there will be a quickban slate soon to try to stabilize things
