Initial Thoughts
Deoxys Speed is positioned to be a dominant threat in OU with it's combination of extremely good speed, decent power, and amazing movepool with plenty of utility, coverage, powerful stab and boosting options. Terastalization complements offensive sets well, boosting it's plentiful and powerful coverage options or powering up it's already powerful Psycho Boost. For new moves, access to Expanding Force will likely grant it status as a psyspam staple, MeteorHerb sets could have some value as a cleaner,

Pros
  • Deoxys's speed stat of 180 makes it outrun all unboosted pokemon, leaving only weather sweepers, scarfers and boosters able to outspeed it.
  • 95/95 offenses, while not earth shattering, are enough to stop Deoxys from being passive when paired with it's excellent physical and special movepool.
  • Access to Taunt, Stealth Rock and Spikes let Deoxys be an elite hazard lead, counterleading almost all other leads that rely on status moves.
  • Access to Nasty Plot allows it to circumvent it's merely average power, allowing Deoxys to threaten to end games, especially vs frailer offensive teamstyles.
Cons
  • Poor bulk, especially on offensive sets due to requiring maximum speed to not lose the mirror matchup and only having base 50 HP and base 90 in both defenses. This also means Deoxys Speed is forced into focus sash.
  • Due to Species Clause, Deoxys Speed cannot be used alongside Deoxys Defense.
  • Lack of physical boosting options severely hinders physical Deoxys sets.
  • Deoxys is outsped by Booster Energy pokemon like Iron Boulder, Iron Valiant and Roaring Moon and can also be dealt with by priority from Rillaboom, Dragonite, Kingambit, Raging Bolt, Meowscarada and Weavile while having no easy way around the revenge kill.

This set aims to get up hazards and deny opposing hazards and screens. Focus Sash allows Deoxys to guarantee 2 layers of hazards against slower pokemon without priority or 1 layer against faster pokemon, however Mental Herb can be used to win the Deoxys mirror. Psycho Boost is a strong STAB and Skill Swap beats Magic Bounce pokemon. This Deoxys set loses to Samurott-Hisui completely, but that is an inherit weakness of Lead Deoxys.

Nasty Plot Deoxys aims to wallbreak and clean up teams. Focus Blast hits darks and steels that resist psychic while Shadow Ball hits Psychics and Gholdengo. Life Orb and Modest nature patch up the power, and ensure you OHKO Dragapult at +0 special attack and OHKO Gholdengo at +2 special attack. Tera Fighting grants a Sucker Punch resistance and a boost to Focus Blast, with Tera Fighting and +2 special attack Deoxys will OHKO specially defensive Ting Lu.​

Tera blast fighting can be an option over focus blast for offensive and you could also run tera steel to block priority kills possibly, tera ghost can also be used to block speed and boost sball.

I've found that the best option for Deo-S is to forgo hazards or boosting all together and just have a mixed utility attacker - its blazing speed is insane here and works well combined with Expert Belt and great coverage options.

You know, probably a set that should be a given. Dragapult will use screens sets because its the fastest screens setter, and now it’s Deoxys-S’s turn for that. Pretty cookie cutter basic set. Teleport to ensure your set up sweeper can get in safely, screens, and either Psycho Boost for max damage, or using weaker but more reliable Psychic/Psychic Noise to better match against Great Tusk and not miss at an important turn.

Wanted to share the worst way to use Deo-S and my favourite set I've found so far as a really funny way of role compressing on more offensive balance builds, giving you unmatched speed control, Stealth Rock and a Knock Off user that threatens out Gliscor in a single slot. Naive or Hasty are best since you want Knock to at least chunk Galarian Slowking or Gholdengo on the switch, the spread maximises Special Attack to still be kinda strong with Psycho Boost with enough speed to outrun Scarf / +1 DD Kyurem and the rest in Attack. Tera Ghost is good for checking Dragonite as you still outspeed them at +1 so they're forced to Extreme Speed.

This strange build fits on very few teams, particularly since Meowscarada and Weavile typically outclass it as fast Knock user that isn't walled by Gliscor while almost all balance should be packing Skarm + Scor / Lu which already gives you dual hazards, but I've found it useful on some unconventional structures as a great way of compressing multiple essential roles for balance into a single slot. I'm a big fan of this Pokemon in OU and love that it's able to do much more than just be a screens / hazard lead that drops in 3 turns or a fast, frail Life Orb attacker that also drops in 3 turns. The next time you need to fill a speed control slot on a team, consider some of the many options Deo-S has to offer!
